Google Adsense - Double Standard

After weeks of waiting, finally I got my Adsense application status from Google. Unfortunately, it was a "rejection or I do't want you" status. Following is the contents Google mailed me:

Hello Herman,
Thank you for your interest in Google AdSense. Unfortunately, afterreviewing your application, we're unable to accept you into Google AdSense at this time. We did not approve your application for the reasons listed below.

We don't currently accept sites devoted to programs which compensate users for clicking on ads or offers, performing searches,surfing websites, or reading emails. This would include, for instance, "Pay to Read Email" sites or sites that compare "Pay to Surf"programs.

To me, that is fair enough since that the contents on my blog is mostly about GTP Programs and links to them. Not satisfied with the email, I then tried to google on "Google adsense on PTC Blog" and the result, most of the site/blog have google adsense on it. This site contents is almost 80% on PTC / PTR / GTP programs!!!! So, how do Google Justify "We don't currently accept sites devoted to programs "??? and if google really approved such site, then that's double standard. Or maybe these people have ways to overcome google's T & C. Please, if anybody out there that have same experience as mine, please share it here.
